Practical Guidelines for Employers
An inclusive workplace gives people with different needs the opportunity to work, contribute and feel that they are a valued part of the team.
The STRONGER TOGETHER Guidelines provide practical support for employers who want to employ people with special needs and create a safe, supportive and inclusive workplace.
The Guidelines explain step by step how employers can:
- create an inclusive workplace and a welcoming organisational culture;
- identify suitable job tasks and adapt them when needed;
- make practical adjustments to job roles and the workplace;
- plan an accessible and inclusive recruitment and interview process;
- provide effective onboarding and training;
- provide ongoing support to employees and teams;
- gather feedback and continuously improve working practices.
The Guidelines are for employers who want to turn their commitment to inclusion into practical action.

Employee as a Service
Employee as a Service is an approach piloted within the STRONGER TOGETHER project. It helps employers create job opportunities for people with special needs while providing practical support throughout the employment process.
The aim is to reduce barriers and make employment easier for both the employer and the employee.
The service can be useful for companies that need additional support with tasks such as:
- harvesting;
- maintaining outdoor areas;
- sorting and packaging;
- preparing orders;
- warehouse work;
- other straightforward or repetitive tasks.
The specific tasks and type of cooperation are discussed individually with each company to find a solution that works for everyone involved.
Through the service, employers can receive support with:
- matching a suitable employee with an appropriate job opportunity;
- adapting job tasks and the workplace;
- organising the employment process;
- receiving professional advice and support throughout the employment relationship;
- handling situations where either the employer or the employee needs additional support.
The approach is based on cooperation between three parties: the employer, the employee and a support organisation.
The support organisation acts as a link between the employer and the employee, providing guidance, helping to solve practical challenges and supporting a positive and sustainable working relationship.
In Latvia, the Employee as a Service approach is provided through the STRONGER TOGETHER project by The Samaritan Association of Latvia.
